What is COE (Certificate of Entitlement)?
The Certificate of Entitlement (COE) is a quota licence that gives the holder the right to own and use a vehicle in Singapore for 10 years. Introduced in 1990 as part of the Vehicle Quota System (VQS), COE is one of the key mechanisms used by the Singapore government to manage vehicle population growth on the island.
COE Categories
- Category A: Cars with engine capacity up to 1,600cc and maximum power output not exceeding 97kW
- Category B: Cars with engine capacity above 1,600cc or maximum power output exceeding 97kW
- Category C: Goods vehicles and buses
- Category D: Motorcycles
- Category E: Open category — can be used for any type of vehicle except motorcycles
How COE Bidding Works
COE is obtained through a competitive bidding system. LTA holds two bidding exercises per month, typically on the first and third Wednesday. Bids are submitted online through the LTA OneMotoring portal. The COE is awarded to the highest bidders up to the available quota.
How to Renew Your COE
When your COE is about to expire, you have three options: renew for 5 years, renew for 10 years, or deregister the vehicle. Here is the step-by-step guide to renewing your COE through COE Plus.
Step 1: Check Your COE Expiry
Log in to the LTA OneMotoring portal or check your vehicle log card to find your COE expiry date. Start the renewal process at least 3 months before expiry.
Step 2: Choose Your Renewal Term
Decide whether you want to renew for 5 years (50% of PQP) or 10 years (full PQP). Consider factors like the vehicle age, condition, and your long-term plans.
Step 3: Apply Through COE Plus

5-Year vs 10-Year COE Renewal

5-Year Renewal
- Cost: 50% of the current PQP
- Lower upfront cost
- Suitable for older vehicles or if you plan to change cars soon

10-Year Renewal

COE Renewal for Commercial Vehicles
Commercial vehicle owners have specific considerations when it comes to COE renewal. Here is what you need to know.
Category C — Goods Vehicles & Buses
Commercial vehicles fall under Category C. The current PQP for Cat C is approximately $81,200. Commercial vehicles can only be renewed for 5 years (not 10 years).
Category D — Motorcycles
Motorcycles fall under Category D. The current PQP for Cat D is approximately $9,100, making it the most affordable COE category.
